Mr. Voelker is a senior consultant at O’Sullivan Associates with over 24 years of experience in insurance and employee benefit consulting. His primary area of expertise is Taft-Hartley pension and health consulting. While he spends most of his time providing creative plan design and cost containment advice for these programs, he is expert with many facets of employee benefit consulting including: valuation, asset/liability modeling, databases, mergers, administration, and expert witness.

He began his career with a major insurance company in Boston. He then moved to a San Francisco firm specializing in Taft-Hartley benefit consulting. Prior to joining O’Sullivan Associates he was the Chicago actuarial practice leader for a national Taft-Hartley employee benefit consulting firm.

Mr. Voelker has focused on the Taft-Hartley market and has worked on Trusts of all sizes, covering all lines of work from Alaska to Washington D.C., including many national plans. This broad perspective helps Mr. Voelker bring creative and customized solutions to any problem that may arise for a Trust.

He has been an invited speaker at national conferences for the Enrolled Actuaries, the Association of General Contractors, and Made in America.

A cum laude graduate of St. Lawrence University with honors in both majors: mathematics and economics, Mr. Voelker holds the highest credential as a Fellow of the Society of Actuaries.  He is a member of the American Academy of Actuaries and is an Enrolled Actuary.

Mr. Glutz is a senior welfare consultant with O’Sullivan Associates with over 24 years of experience in insurance and employee benefit consulting. His primary area of expertise is Taft-Hartley (multiemployer) welfare consulting.  Mr. Glutz has been involved in all aspects of employee benefit consulting including cost analysis and funding of plan benefit costs, calculating COBRA rates and plan reserves, preparation of actuarial valuations and forecasts, investment measurements, analysis of insurance company bids and negotiating favorable renewal terms with carriers.

In addition, Mr. Glutz has extensive experience in plan design, interpretation, administration, preparation of plan documents and summary plan descriptions. He also has an extensive knowledge of ERISA, COBRA, and HIPAA.  He has also been involved in implementing numerous managed care programs for clients including HMOs, Point of Service Plans, Preferred Provider Networks, Utilization Review services, and Pharmacy Benefit Managers resulting in significant savings for clients.

Mr. Glutz began his career with The Travelers Insurance Company managing a claim office that included such clients as the RCA Corporation and The National Elevator Industry Health Plan.

Mr. Glutz is a graduate of St. Joseph’s University in Philadelphia, where he majored in Finance. Additionally, he is a member of the Society of Certified Employee Specialists and a member of the International Foundation of Employee Benefit Plans.

Mr. Regalbuto is a senior actuary with O’Sullivan Associates with over 9 years of experience in employee benefit consulting, specializing in Taft-Hartley pension and benefit funds.

He began his career here with O’Sullivan Associates. Mr. Regalbuto has been involved in all aspects of employee benefit consulting as his area of expertise covers both Pension and Welfare Funds.

Mr. Regalbuto is a graduate of Rowan University, where he graduated cum laude with a Bachelors of Arts degree in Mathematics with a concentration in Statistics and Operations Research. He is a member of the American Academy of Actuaries and an Enrolled Actuary.
